Connection.

A plan can be flawless and still move nothing, if the people it depends on were never understood. Connection is the base constraint underneath nearly every other capability in the framework — most often located exactly where it was assumed rather than deliberately built.

Why it matters

A leader can execute everything else in the framework well — clean analysis, sound plan, honest measurement — and still move nothing, because the constraint was never in the plan. It was in whether the people the plan depends on were ever understood.
